[Ewgla] Witzgall's 1964 report

Dear fellow locaters, I have been trying to find an e-copy of the well-known report Witzgall, C. [1964], Optimal location of a central facility: Mathematical models and concepts, National Bureau of Standards, Report 8388 I have only a paper copy of rather bad quality (probably something like fifth generation photocopy). I was wondering if someone had an e-copy of better quality around. After 60 years I do not think that copyright still applies. So this 'most cited unpublished location paper' might have a good place in some repository. Thanks in advance Frank Plastria Prof. Em.
