I was asked by Rainer Burkard, a former colleague of mine and professor
emeritus at TU Graz for help to find the following paper

Rainer was asked by Jacob Krarup for a copy but cannot remember the paper
and failed to find it in the internet. My own attempt to locate the paper failed too.
When googling for the journal Locational Analysis I ended up with a
nonfunctional link which led me to this result

It appears that the EWGLA had a web site at the VUB which does not work
any longer (the link was something like
www.vub.ac.be › EWGLA › STUDIES (so something symbolic/redirected).
It was suggested by a member of the EWGLA group who could not help me that
I direct my request to this board.
I'd be most grateful if someone reading this post could confirm the
publication data of the article (which we are not sure about) above and
let me know how I could get hold of a copy.
